Obwohl das Bundesgesetz Nr. 7.661/1988 vorsieht, dass die Bundesstaaten rechtmäßig Pläne für das Küstenmanagement einführen können, verfügt der Bundesstaat Rio de Janeiro auch mehr als 30 Jahre nach Inkrafttreten dieses Gesetzes noch immer nicht über ein spezifisches Gesetz zu diesem Thema. Die Gesetzesvorlage 216/2011, mit der der staatliche Küstenmanagementplan für Rio de Janeiro eingeführt werden soll, wird derzeit von der Legislativversammlung des Bundesstaates Rio de Janeiro bearbeitet, und es lassen sich viele Verbesserungsmöglichkeiten in diesem Text erkennen, in den die Lehren aus den praktischen Erfahrungen mit dem Küstenmanagement in Rio de Janeiro und anderswo einfließen könnten. Im Rahmen dieser Untersuchung wurde der Stand der Umsetzung von Maßnahmen des Küstenmanagements im Bundesstaat Rio de Janeiro anhand des Dekalogs für das Management von Küstengebieten bewertet. Die Ergebnisse dieser Diagnose ermöglichten die Ausarbeitung von Empfehlungen zur Unterstützung einer Überarbeitung des Gesetzes 216/2011.
