Die Stadt Arpinum (heute: Arpino) liegt im Herzen Italiens und war im Altertum ein Zentrum von Industrie, Kultur und Landwirtschaft. Im Rahmen der begrenzten Autonomie der sogenannten civitates entwickelte sich ein Eigenleben von der Übermacht Roms, die der Autor in diesem Werk untersucht und darstellt. So entsteht ein detailreiches und lebendiges Sittenbild jener Zeit abseits des auch in der wissenschaftlichen Literatur dominierenden Roms.
